The Quixote Center and Franciscan Network on Migration Call on Congress to Vote Against Anti-Immigrant Proposals 

On February 4th, a group of Senators in partnership with the White House released a bill text that details extreme proposals to roll back asylum access in exchange for passing military funding to Israel and Ukraine. Together, the Franciscan Network on Migration and the Quixote Center released the following response.  

“We are greatly dismayed by the inhumane and anti-immigrant policies that our elected officials are proposing in exchange for a more militarized world. The U.S. refugee and asylum systems were created in response to the horrific failure of the U.S. to accept Jewish refugees fleeing the Holocaust," stated the Quixote Center and the Franciscan Network for Migration.  

"It is utterly dystopian that now our elected officials are attempting to trade away the rights of asylum seekers in exchange for further military spending. Our neighbors, friends, and family members are not disposable, not at the U.S. border nor in Palestine; nor will militarization make our communities safer. We urge Congress and the White House to work together for solutions that uphold the life and dignity of all people in a state of migration, instead of breaking the system entirely.”  

“Among other provisions, we are especially concerned by the bill’s new anti-immigrant measures, including:  

• Requiring the U.S. government to turn away or expel asylum seekers if the number of people presenting at the border reaches a certain amount. Asylum is a human right, not a quota-based asylum lottery system.  

• Allocating $3.2 billion for immigration detention, a historically high level that further criminalizes the right to seek asylum.  

• Raising the bar to qualify for asylum and fast-tracking deportations, which will send vulnerable people, from Haitians fleeing extreme violence to LGBTQ+ people and survivors of gender-based violence, back into the very harm they risked their lives to flee.  

• Reappropriating $650 million for a border wall. 

“We urge Congress to vote against these extremist policies. As we saw under Title 42, restricting access to asylum does not stop people from migrating; it only makes the journey more dangerous, as advocates recorded over 13,480 reports of murder, kidnapping, assault, and other violent attacks against people expelled to or blocked in Mexico under Title 42.” 

Update: the supplemental bill with anti-immigrant provisions failed to pass in the Senate, but we are wary of future anti-immigration amendments as the Senate will debate the bill in coming weeks.

El 4 de febrero, un grupo de senadores en asociación con la Casa Blanca publicó un texto de ley que detalla propuestas extremas para reducir el acceso al asilo a cambio de pasar fondos militares a Israel y Ucrania. Juntos, la Red Franciscana de Migración y el Centro Quijote publicaron la siguiente respuesta. 

"Estamos muy consternados por las políticas inhumanas y anti-inmigrantes que nuestros funcionarios electos están proponiendo a cambio de un mundo más militarizado. Los actuales sistemas de refugiados y asilo estadounidenses se crearon en respuesta al horrible fracaso de Estados Unidos a la hora de aceptar a los refugiados judíos que huían del Holocausto", declaró el Quixote Center y La Red Franciscana Para Migrantes. 

"Es totalmente distópico que ahora nuestros funcionarios electos intenten comerciar con los derechos de los solicitantes de asilo a cambio de más gasto militar. Nuestros vecinos, amigos y familiares no son desechables, ni en la frontera estadounidense ni en Palestina; ni la militarización hará que nuestras comunidades sean más seguras. Instamos al Congreso y a la Casa Blanca a trabajar juntos para encontrar soluciones que defiendan la vida y la dignidad de todas las personas en estado de migración, en lugar de romper el sistema por completo." 

"Entre las otras propuestas, nos preocupan especialmente las nuevas medidas antiinmigración del proyecto de ley, entre las que se incluyen: 

• Exigir al gobierno estadounidense que rechace o expulse a los solicitantes de asilo si el número de personas que se presentan en la frontera alcanza una determinada cantidad. El asilo es un derecho humano, no un sistema de lotería de asilo basado en cuotas.  

• Destinar 3.200 millones de dólares a la detención de inmigrantes, un nivel históricamente alto que criminaliza aún más el derecho de solicitar asilo.  

• Subir el listón para solicitar asilo y acelerar las deportaciones, lo que devolverá a las personas vulnerables -desde haitianos que huyen de la violencia extrema hasta personas LGBTQ+ y supervivientes de la violencia de género- al mismo daño por el que arriesgaron sus vidas para huir. 

"Instamos al Congreso a votar en contra de estas políticas anti migratorias. Como vimos bajo el Título 42, restringir el acceso al asilo no impide que las personas migren; sólo hace que el viaje sea más peligroso, ya que los defensores registraron más de 13,480 informes de asesinatos, secuestros, asaltos y otros ataques violentos contra personas expulsadas o bloqueadas en México bajo el Título 42."
